Duties: Under direction of the Director of Human Services, has charge of and is responsible for the development, coordination, and oversight of compliance of various programs that serve the interests and needs of youth in Cumberland County.
• Through Strategic Planning/Needs Assessment, determines needs and interests of the youth.
• Investigates sources of funds and resources which may be used.
• Prepares/awards proposals soliciting programs to service the needs of youth.
• Negotiates with government agencies for funds to implement programs.
• Serves as the Secretary for the Children’s Interagency Coordinating Council and Youth Services Advisory Council
• Speaks before community groups and organizations and maintains rapport with a variety of community resources.
• Other related work may be assigned as required.
Knowledge/Abilities:
• Knowledge/adherence to requirements set forth by NJ Children System of Care (CSOC) and NJ Juvenile Justice Commission (JJC) regulation
• Knowledge of objectives and activities of varied types of social agencies and their relationship to youth activities, interests, and problems
• Ability to organize, develop, and oversee contracts for compliance for a variety of youth- oriented programs
• Ability to take accurate minutes at various board and committee meetings
• Adhere to coinciding by-laws set forth by JJC, NJCSOC, DHS, County Human Services and any other relevant Board or Committee
• Ability to prepare clear, sound, timely, accurate, and informative budget reports, including ability to track spending and accurate billing
• Composition of narrative reports containing findings, conclusions, and recommendations.
Requirements:
• Graduation from an accredited college or university with a bachelor’s degree*.
• Three (3) years of experience in planning and directing youth activity programs in a community service organization.
• Valid New Jersey driver’s license
*Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

Hours: Full-time 35 hours per week, some evening and weekend hours required.

Note: Offers of employment are contingent upon successful completion of physical fitness screening and criminal background checks. Permanent appointment is contingent upon successful completion of applicable Civil Service processes and requirements.
