COUNTY ADMINISTRATOR


Under the direction of the County Commissioners, the Administrator oversees County government.  Tasks are administrative, professional, and managerial in nature, requiring the exercise of considerable judgment and initiative to achieve policy objectives set forth by the County Commissioners.  Communication with the County Commissioners and the public is critical in areas such as the financial and administrative condition of the County; recommendations to improve operations or services; recommendations regarding contracts, bonds, and other instruments requiring Board approval. 


The Administrator directs daily operations over Administration - Finance, Legal, and Human Resources.  The position maintains continuous knowledge of all County operations. The Administrator monitors operations of all County departments by conferring with department heads concerning their achievement of Commissioner’s objectives; inquiries into the operation and performance of all County departments; requires departments to report information concerning activities. The Administrator provides guidance to various County departments managed by department heads who are hired, elected, appointed by a board that is independent from the County Board of Commissioners, or appointed by the Governor.


Significant diplomacy is required to guide these county departments into maintaining compliance with county policies and toward achieving county objectives. The Administrator negotiates with collective bargaining units and County employees concerning conditions of employment, work rules, wages, benefits, and grievances. The position requires recommending of personnel actions to the County Commissioners, including the appointment and removal of department heads and other unclassified positions. The Administrator ensures that County policies are implemented, and that fiscal resources and human resources are effectively managed.  The position demands a sensitivity to policy implications. There is frequent contact with County residents, employees, media, municipal representatives, consultants, vendors, lawyers, State agencies, nonprofit agencies and others having business with the County.  Contact is often sensitive or confidential in nature, requiring careful analysis and judgment.  The Administrator will represent the County at public forums with potential exposure to public criticism.


The position serves as Clerk to the Board of County Commissioners pursuant to N.J.S.A 40A:9-26, providing support, information, and materials on matters requiring the Board’s attention.  Functions of the Clerk to the Board include attending all meetings of the Board of County Commissioners, recording the official minutes of the Board, managing Board correspondence, preparation and distributing meeting agendas, processing and advertising Board information, meetings, resolutions, and the county budget. The position also maintains an archive of all Board records, official documents, and other papers, acts as a liaison between the public and the Board. 
The successful candidate will possess a thorough knowledge of the management and administration of local government service, will have at least ten (10) years of management experience in a complex organization. The successful candidate will possess a bachelor’s degree in public/business administration or related field required; Master’s Degree preferred. There is a need for strong communication, analytical, and public presentation skills, an availability off hours, including weekends, for staff and Commissioner accessibility. The candidate if not already a Cumberland County resident, will be required to establish residency in Cumberland County within 1 ½ years of the hire date.
