Duties: Performs leadership, managerial and administrative work functions developing, maintaining, enhancing, improving, coordinating, and delivering a comprehensive emergency management program for the County. Duties include disaster preparedness, mitigation, planning, education, training, recovery, and active engagement with, and development of, County staff in support of the program. Must demonstrate leadership, accountability and ownership of the emergency management program and all aspects of its implementation. Must exercise considerable initiative, independent judgment, and collaborative skills in developing and implementing emergency operations and response plans and completing other required tasks. Demonstrates and exercises considerable tact and courtesy in frequent contacts with representatives of a variety of governmental and volunteer agencies and the public. Serves as the Emergency Management Division Head and reports to the County Administrator.


ESSENTIAL JOB FUNCTIONS:

Manages the County’s emergency management program; analyzes hazards and identifies hazard risks to the locality; develops mitigation strategies to reduce risk and eliminate  hazards; writes, maintains, and coordinates local emergency operational response and recovery plans; collaborates with local and state agencies and volunteer organizations to develop an organization plan; coordinates state and federal reimbursement applications in cases of declared natural disasters.
Maintains and updates the County’s Emergency Operations Plan (EOP) to meet and/or exceed federal and state requirements; maintains and updates all resource materials associated with emergency preparedness plans; develops operational drills and/or exercise scenarios designed to train, test, and evaluate emergency management concepts or standard operating guidelines. 
Serves as the County’s primary Emergency Management Coordinator and maintains associated required training and certifications. 
Coordinates and manages staffing of County’s Emergency Operations Center (EOC); ensures key County officials and County EOC staff personnel are trained and in a constant state of readiness; ensures participating agencies understand the proper roles and responsibilities of officials; develops and delivers emergency operational training to meet state and federal requirements; coordinates and tracks National Incident Management System (NIMS) certifications and training; serves as NIMS Compliance Officer. 
Coordinates and directs the activities of personnel assigned to the department; coaches and develops employee skills; reviews and evaluates employee performance, selects new employees, and initiates disciplinary actions. 
Plans and prepares department’s operating budget; monitors and controls expenditures; establishes long-range goals and programs for cost effective operation. 
Coordinates with State, Regional and/or local partners to incorporate training and exercises into the County’s emergency management planning cycle and conducts at least one Emergency Operations Center (EOC) Tabletop (TTX), Functional (FE), or Full-scale (FSE) exercise each year. 
Serves as the primary resource responsible for inclement weather and emergency/disaster notifications to County employees and the public in the event County offices must be closed or adopt modified operating hours.
Researches and identifies emergency management grant opportunities for County emergency management efforts; coordinates with volunteer fire and rescue department grant efforts as requested; prepares grant applications; manages awarded grants and ensures compliance with all grant requirements.
Serve as Chair for: Homeland Security Working Group, County Emergency Management Council (Directive NJOEM-5), ESF9 SAR Coordinator (Directive NJOEM-8), and the Local Emergency Planning Council (Executive Order 284) and is responsible for planning and maintaining the LEPC Emergency Response Plan (ERP). 
Serves as the primary staff liaison to the New Jersey Office of Emergency Management, State Emergency Response Committee (SERC), Federal Emergency Management Agency (FEMA), and other federal, state, regional, and local agencies. 
Develops and implements department policies and procedures.
Coordinates services and local response efforts in the event of an incident or disaster. 
Performs necessary safety exercises such as fire, tornado, and earthquake safety drills. 
Significant working knowledge of the New Jersey Radiation Emergency Response Plan and related planning, training, and exercise requirements. 
Performs other duties as assigned. 


Requirements:

Bachelor's degree from an accredited college or university (may substitute relevant professional experience; one (1) year equals 30 credit hours)
Shall be a resident of Cumberland County and maintain residency throughout employment.
Minimum of three (3) years of experience in the planning, development, and administration of emergency response activities such as those provided by emergency management, police, fire, rescue, or medical personnel either in the public or private sector or in the military service.
FEMA's Professional Development Series completed prior to appointment.
Shall possess a valid New Jersey Driver’s License throughout employment and maintain an acceptable driving record.
Shall complete National Incident Management System (NIMS) training pursuant to Directive NJOEM-1 (2021), as well as the following courses/continuing education requirements:
o the NJOEM Basic Workshop in Emergency Management (within one year of first appointment).
o complete the FEMA Basic Academy or the FEMA Advanced Professional Series during the first term of appointment.
Shall complete 24-hours of qualifying continuing education every 12 months
