Duties:
Under the direction of the County Commissioners, the Administrator oversees County government. Tasks are administrative, professional, and managerial in nature, requiring the exercise of considerable judgment and initiative to achieve policy objectives set forth by the County Commissioners.
Communication with the County Commissioners and the public is critical in areas such as the financial and administrative condition of the County; recommendations to improve operations or services; recommendations regarding contracts, bonds, and other instruments requiring Board approval.
Directs daily operations over Administration - Finance, Legal, and Human Resources. Maintains continuous knowledge of all County operations.
Monitor operations of all County departments by conferring with department heads concerning their achievement of Commissioner’s objectives; inquiries into the operation and performance of all County departments; requires departments to report information concerning activities.
Provides guidance to various County departments managed by department heads who are either elected, appointed by a board that is independent from the County Board of Commissioners, or appointed by the Governor. Significant diplomacy is required to guide these County departments into maintaining compliance with county policies and toward achieving county objectives.
Negotiates with collective bargaining units and County employees concerning conditions of employment, work rules, wages, benefits, and grievances.
Recommends personnel actions to the County Commissioners, including the appointment and removal of department heads and other unclassified positions.
Ensures that County policies are implemented, and that fiscal resources and human resources are effectively managed. Requires sensitivity to policy implications.
Frequent contact with County residents, employees, media, municipal representatives, consultants, vendors, lawyers, State agencies, nonprofit agencies and others having business with the County. Contact is often sensitive or confidential in nature, requiring careful analysis and judgment. Represents the County at public forums with potential exposure to public criticism.
Serves as Clerk to the Board of County Commissioners pursuant to N.J.S.A 40A:9-26, providing support, information, and materials on matters requiring the Board’s attention. Functions of the Clerk to the Board include:
• Attend all meetings of the Board of County Commissioners
• Record the official minutes of the Board
• Manage Board correspondence
• Prepare and distribute meeting agendas
• Process and advertise Board information, meetings, resolutions, and the county budget
• Maintain an archive of all Board records, official documents, and other papers
• Liaison between the public and the Board
Performs other duties as necessary, or as directed.
Requirements:
• Thorough knowledge of the management and administration of local government service
• Ten (10) years of management experience in a complex organization
• Bachelor’s Degree in public/business administration or related field required; Master’s Degree preferred
• Strong communication, analytical, and public presentation skills.
• Availability off hours, including weekends, for resident, staff, and Commissioner accessibility
Hours:
40+ hours per week. Regular business hours are Monday through Friday, 8:30am – 4:30pm. This position, however, requires significant work beyond a typical shift. Evening hours are required for Commissioner meetings and other events that may request the presence of County Administration.
License:
Possession of a valid New Jersey Driver's License. Day and evening travel within and outside the County required.
