Duties:

Assists the County Emergency Management Coordinator in the development, coordination, and activation of a 
countywide mutual aid and emergency management plans and in the activation of county emergency management
facilities and services; does other related duties as required.

May plan, organize, and direct emergency management operations within the county; coordinate activities of local. 
governments within the county and provide them with guidance and advice in developing emergency management plans. 
and programs; coordinate activities of the county emergency management staff; establish and maintain the County Control 
Center on a continual basis; assists municipal officials in planning and organizing emergency management programs and 
in establishing and developing emergency units, plan and develop a comprehensive training program for county 
emergency management personnel: develop exercise programs to test response capabilities; establish a system to alert key. 
public officials and warn the public of an impending or continuing emergency or disaster; coordinate, plan, and develop. 
countywide evacuation with municipal emergency personnel and adjacent County Emergency Management offices. 

Requirements:

which include:


Bachelor's degree from an accredited college or university (may substitute relevant professional experience; one (1) year equals 30 credit hours)
Shall be a resident of Cumberland County and maintain residency throughout employment.
Minimum of three (3) years of experience in the planning, development, and administration of emergency response activities such as those provided by emergency management, police, fire, rescue, or medical personnel either in the public or private sector or in the military service.
FEMA's Professional Development Series completed prior to appointment.
Shall possess a valid New Jersey Driver’s License throughout employment and maintain an acceptable driving record.
Shall complete National Incident Management System (NIMS) training pursuant to Directive NJOEM-1 (2021), as well as the following courses/continuing education requirements:
o the NJOEM Basic Workshop in Emergency Management (within one year of first appointment).
o complete the FEMA Basic Academy or the FEMA Advanced Professional Series during the first term of appointment.
Shall complete 24-hours of qualifying continuing education every 12 months. 

Successful candidate will be required to work in adverse conditions to include disasters scenes for extended periods of 
time.


Knowledge of theory and practice of organization, planning, management control, and supervision; knowledge of 
functions and interrelationships of county and local governments; knowledge of objectives of federal, state, and local 
emergency management programs; knowledge of all municipal, county, state, and federal laws and plans relating to 
emergency management activities; knowledge of disaster resources capability of each element of county government.

Ability to establish and maintain cooperative working relationships with public officials and administrators, ability to 
evaluate programs and procedures; ability to mobilize individuals and resources during emergency situations; ability to 
plan, organize, and coordinate activities of diversified units; ability to exercise independent judgment in evaluating. 
situations and in making determinations; ability to organize assigned work and develop effective work methods, and to 
prepare clear, concise, accurate, and informative reports.
