Division Head – Adult Division/Local Title: Warden


Under the supervision of the Director of the Cumberland County Department of Corrections, has responsibility for the administration, operation, security, and maintenance of the County Correctional Facility (Jail).  The Division Head (Warden) directs all facility staff to ensure the custody, safety, and proper conduct of the Jail’s incarcerated persons population.  The Division Head (Warden) will also perform other related duties as required by the Department Director or County Administration.

NOTE: The examples of work for this title are only representative of the duties that are necessary to perform satisfactorily.  Conversely, all duties performed on the job may not be listed below.  

EXAMPLES OF WORK:
Directs and supervises other staff in the administration, operation, security, and  maintenance of the County Correctional Facility (Jail).
Assists in the development of the Jail’s annual operating budget and ensures expenditures of funds are consistent with statutory fiscal requirements and the goals for safe facility operations.  This will include the appropriate management of County materials and equipment. Responsible to direct, supervise, and administer grant programs and ensure compliance with award requirements. 
Ensures the County Correctional facility (Jail) operates in accordance with all federal, state, and local laws/ordinances as well any Court mandates or Consent Decrees.
Develops a staffing plan that provides the personnel necessary to operate the facility in a safe and orderly manner.
Makes appropriate assignments and provides direction to subordinate staff.
Ensures that incarcerated persons confined at the County Correctional Facility (Jail) are provided a proper and balanced diet, access to personal hygiene care; sanitary living conditions; and access to appropriate medical care.
Ensures the incarcerated persons confined at the County Correctional Facility (Jail)  are afforded access to all required programs and activities, to include but not limited to telephone access, video and in-person visitation, recreation, social services, special care and substance abuse treatment. 
Ensures the County Correctional Facility (Jail) has all necessary security equipment and that all facility buildings and grounds are inspected daily for security and safety concerns and takes appropriate action to remediate any deficiencies discovered.
Ensures that processes are in place to facilitate the proper classification and housing of incarcerated persons, maintain their essential records, track their court decisions,  and effect their lawful release or transfer to an appropriate correctional facility or other jurisdiction.
Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.

REQUIREMENTS: 
Bachelor’s Degree from an accredited college or university with a major in corrections, police science, criminal justice, social science, public administration, business, or a related Field.  Applicants with a High School Diploma or equivalent who do not possess the required education may substitute additional experience on a year for year basis.
Must possess a thorough knowledge of the principles of correctional institutional management and practices relating to the care and custody of incarcerated persons. 
A knowledge of New Jersey Correctional statute; New Jersey Administrative Code; 10A:31. 

EXPERIENCE:
Seven (7) years of supervisory experience in the management of a correctional facility or related law enforcement agency involving the incarceration, custody, rehabilitation, protection, housing, feeding, work, and discipline of incarcerated persons.  
Two (2) of those years must be at the level of Captain, Deputy Warden, Assistant Warden, Assistant Superintendent, Associate Administrator, Police Chief, or equivalent title.

Based on qualifications and experience.
