Duties: Under direction of the County CFO/Treasurer – 

Will regularly conduct audits, investigations, examinations of financial transactions, internal control systems, regulatory compliance requirements, and internal policy throughout County Departments (shall involve field visits); findings identified in any such area shall be reported to the CFO for corrective action to be implemented.

Will regularly review policies/procedures and make recommendations to the CFO for new, updated, or alternative practices; will assist the CFO in implementing such recommendations or other policy decisions as determined.

Will serve as a fiscal monitor for Workforce Innovation and Opportunity Act grant funds as required by the U.S. Department of Labor, reviewing for compliance with federal/state laws, regulations, and policies.

Will assist the CFO in the compilation of financial statements, financial data, or other reports as requested (e.g., Schedule Expenditures of Federal Awards, Schedule of Expenditures of State Financial Assistance, grant reports, proformas, projections)

Will periodically conduct cash counts, inspect fixed assets, review receivables and expenditures (e.g., grant cash)
 

 Maintains essential auditing records and files.

Will assist in and/or take lead on other projects as may be assigned, which may be more managerial in nature, involving coordination, than strictly financial.

Supervises and is assisted by the Assistant Budget Examiner in the following matters:
o preparing, processing, and monitoring the budget
o processing expense/revenue reclassifications and budget modifications 
o preparing and files Budget Amendment Resolutions 
o analyzing capital budget
o coordinating Bond Ordinances, resolutions and advertisements with Bond Counsel
o creating appropriation accounts and distributing periodic reports
o reviewing, maintaining, and reconciling the fixed asset ledger
o compiling grant budget with supporting documentation
o processes amendments 
o creating, monitoring, and closing appropriations and revenues 
o verifying reimbursement vouchers against expenses
o monitoring receipts/receivables
o processing on-line reimbursement
o reviewing and processing reports
o assisting Departments in preparing grant applications and financial reports
o regularly utilizing grant portals (e.g., DCA SAGE, JAMS, JustGrants, ASAP, etc.)
o monitoring procurement processes to be in compliance with county policies and state & federal laws / regulations (e.g., implications with grant applications and their planning)
o resolves workflow issues within and outside of the County Finance Department

Requirements:

A Bachelor’s degree in accounting or directly related field is required.
CMFO/CCFO or CPA/RMA preferred; QPA/RPPO is a plus.
At least 3-5 years of progressively responsible accounting/auditing experience is required.
Strong knowledge of laws, regulations, and guidelines.
Strong organizational, analytical, and research skills.
Ability to work in a fast-paced, deadline-driven environment.

Technical proficiency in software applications including Office 365 (One-Drive, Teams and Office Apps) and accounting / bookkeeping systems (Edmunds GovTech preferred) and Internet portals

Hours:  35 Hours per week, Monday - Friday, 8:30am to 4:30pm

Note:  Offers of employment are contingent upon successful completion of physical fitness screenings and criminal background checks. 

Salary offered will be commensurate with experience.
