Duties:   Reports to the County Administrator; oversees the Information Technology Department; performs highly-complex professional work which includes development, implementation, and maintenance of multi-network, multi-user environments; maintains and/or takes the lead on maintenance of centralized, decentralized, and remote network services; maintains and/or takes the lead on maintenance of network security and data integrity; provides and/or takes the lead on providing recommendations to troubleshoot and resolve network problems, monitor overall performance, and conduct upgrades as required; takes the lead on planning upgrades, capacity, and communication requirements. Responsible for all cybersecurity related practices and procedures. Represents the County in all matters pertaining to information security, disseminates information security alerts, maintains information security documentation, assists with information security audits of hardware and procedures, and maintains communication with appropriate personnel regarding information security needs and problems; participates in the development, implementation, and maintenance of multi-network, multi-user environments; develops, implements, and ensures adherence to system standards/procedures; prepares annual budget for development, implementation, installation, and termination of network servers and related hardware, software, and telecommunications components; maintains availability of centralized, decentralized, and remote network services including, but not limited to, file service, printing, local electronic mail, internet electronic mail, office applications, remote access, internet web connectivity, and mainframe gateway; monitors resources to track, troubleshoot, and correct network-related issues logged through the help desk and/or recorded through monitoring of the network; responds to incidents, establishes appropriate standards and controls, manages security technologies and directs the establishment and implementation of policies and procures designed to protect the technology systems of the County; responsible for computer emergency planning and execution, incident response, disaster recovery, and business continuity management; monitors performance of server and telecommunications devices (such as hubs, switches, and routers); takes appropriate action to tune and optimize such devices to maximize performance and throughput and minimize downtime; maintains accurate and up-to-date documentation of all errors of high severity and action taken to correct the error.

Requirements: Possession of a bachelor's degree from an accredited college or university including or supplemented by a minimum of eighteen (18) semester hour credits in computer science, information technology, and/or computer information systems; and four (4) years in the development, implementation, and maintenance of multi-network, multi-user Local Area Network (LAN), Metropolitan Area Network (MAN), and/or Wide Area Network (WAN) environments, and cybersecurity related practices and procedures. Strong management skills with a minimum of one (1) year experience in a supervisory capacity.  Strong communication, analytical, and public presentation skills. The appointee will be required to possess a driver's license valid in New Jersey.

Hours:
40+ hours per week. Regular business hours are Monday through Friday, 8:30am – 4:30pm. This position, however, requires work beyond a typical shift. Evening hours are required for Commissioner meetings.
