Salary Range: $31,000-$42,000
Duties: Under direct supervision of the Division Head, performs the following activities related to the inflows and outflows of cash, as well as the tracking of county property (fixed assets):

Verify clerical accuracy of invoices in agreement with Purchase Orders.
- Review finance system for possible duplicate payments.
- Examine approval from responsible person(s) who have adequate knowledge of the transaction.
- Processing the invoices/vouchers for payment by way of creating ACH or Direct Deposit files, and the physical issuance of printed checks (and subsequently preparing said checks for mailing by hand or through an envelope machine).
- Running the weekly bill list for approval by the CFO, Administrator, and Board Director. Will be required to ensure the bill list accurately reflects the supporting purchase orders/invoices that have been received.
- Reviewing open/unpaid purchase orders with applicable departments for appropriate close-out.
- Ensures document retention policies and procedures are followed: scanning back-up documentation into the Finance system, caretaking of records in accordance with State retention laws, and fulfilling open public record requests as needed.
- Revenue – Process/post daily deposits, prepare invoices, maintain accounting records with supporting documentation for audit verification and other inquiries
- Cash and Investments - Reconcile bank activity to general ledger transactions, maintain investment records, transfer funds, prepare monthly Treasurer’s Report. Must be able to reconcile bank statement activity against accounting system transactions using digital tools. Proficiency in Excel is expected
- Debt - Monitor payment due dates and transfer cash payments
- Fixed Assets – Monitor the acquisition, transfer, and tracking of all County fixed assets, including reconciling property ledgers with Departments and Insurance Risk Managers.
- Secondary Duties – the CFO requires that all employees be cross-trained. This position works directly with the individual(s) charged with budget responsibilities, capital projects and grants - posting transactions into the accounting software and assisting with resolutions and ordinances.
Knowledge and Abilities:
- The ability to balance multiple tasks in a demanding environment.
- Knowledge of office methods, practices, and equipment and of performing routine, repetitive, and noncomplex tasks involved in keeping financial and/or other records of a mathematical nature.
- Knowledge of basic arithmetic functions.
- Ability to understand, remember, and carry out oral and written directions.
- Ability to perform routine/repetitive tasks, compare numerical/verbal data, and select appropriate information for forms.
- Ability to add, subtract, multiply, divide, and find averages/percentages.
- Ability to apply arithmetic principles and to correct computational errors.
- Ability to acquire an understanding of numerical record keeping and data gathering and other clerical procedures used in a specific establishment.
- Ability to perform work that requires constant/close attention to clerical and numerical detail.
- Technical proficiency as an application user in office software applications including the Microsoft Office Suite, accounting systems (Edmunds preferred), and other database systems.
- Understanding Banking processes - ACH/EFT transfers and online banking.
- Ability to use critical-thinking, problem-solving, and decision-making skills
Requirements: Appointees will be required to possess a driver’s license valid in New Jersey and abide by County Motor Vehicle Policies to perform the essential duties of this position.
Hours: Typical schedule is thirty-five (35) hour per week; Monday through Friday, 8:30am – 4:30pm.
Note: Offers of employment for this title are contingent upon successful completion of physical fitness testing that includes drug screening.
