Duties:
Appointed by and serving at the will of the Board of County Commissioners, the Department Head serves as the chief human resource administrator and is responsible for the overall human resources function within Cumberland County Government. Liaison between the County departments and Board of Commissioners in matters of personnel administration. Manages personnel functions such as employee and labor relations, personnel policy development, classification and compensation, and related employment activities. Knowledge and Abilities:
Knowledge of problems encountered in the administration of a personnel program. Knowledge of theory, practices, and procedures of personnel administration. Knowledge of disciplinary and grievance procedures. Knowledge of employee performance evaluation procedures. Ability to read and interpret provisions of New Jersey Civil Service laws relating to personnel matters and apply them to specific situations. Ability to analyze and resolve personnel and technical problems involved in the oversight of a personnel program. Ability to establish and maintain cooperative working relationships with employees and other individuals engaged in or concerned with issues relating to public employment.
Examples of Work:
- Directs the personnel activities of the County.
- Establishes, prepares, and promulgates written policies, procedures, rules, and operational or administrative practices.
- Provides training and guidance to management on personnel issues.
- Administers Collective Bargaining Agreements.
- Liaison with the appropriate representatives of each collective bargaining unit.
- Participates in labor negotiations.
- Conducts departmental hearings and prepares written decisions in response to contractual and non-contractual grievances appealed to the administrative level.
- Conducts employee investigations and prepares written findings.
- Conducts PEOSH investigations and prepares written findings.
- Designs and reviews employee training programs.
- Monitors the employee performance evaluation process.
- Ensures NJ Civil Service Commission compliance.
- EEOC/ADA Coordinator
- Oversees Leaves of Absence approval process.
- Oversees Compliance, Health and Safety, and Workers’ Compensation.
- Oversees employee benefits programs and health insurance offerings.
- Oversees the new hire employment and promotional process.
Requirements:
Nine (9) years of supervisory personnel experience, two (2) years of which shall have included responsibility for a major public or private industry personnel program including review of classification problems and wage studies, handling personnel problems, and coordination of the training needs of the jurisdiction OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have included responsibility for a major public or private industry personnel program including review of classification problems and wage studies, handling personnel problems, and coordination of the training needs of the jurisdiction. NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
License: Appointees will be required to possess a driver’s license valid in New Jersey and abide by County motor vehicle policies to perform the essential duties of the position.
Regular business hours are Monday through Friday, 8:30 AM – 4:30 PM. This position, however, requires significant work beyond a typical shift. Weekend and evening hours are required for Commissioner meetings and other situations relevant to personnel administration.
