COUNTY COMMISSIONERS APPROVE INTERIM JAIL OPERATIONS DIRECTOR
CUMBERLAND COUNTY, NEW JERSEY (September 21, 2021) The Cumberland County Board of Commissioners unanimously approved the appointment of retired New Jersey State Police Captain Stanley B. Field to serve as Interim Jail Operations Director for the county jail. Field currently serves as the County’s Chief Information Security Officer and will oversee jail operations while a search is conducted for a new warden for the facility.
In describing the search process, Commissioner Director Joseph Derella stated, “We will conduct a thorough national search for a new warden with the experience to both manage the existing jail and implement our plan to house detainees in other correctional facilities.” Derella added, “Despite the repeated legal attempts to derail our plan to save our taxpayers $8 to $10 million the first year and millions thereafter by outsourcing correctional services to Atlantic County and other surrounding counties, we are confident that we will be in a position to begin implementing our common sense jail solution in the near future.”
Deputy Director Darlene Barber, Commissioner Co-Liaison for Public Safety, indicated that the search process would focus on candidates with expertise in the changing correctional landscape. Barber stated, “The next warden will need the skills to manage transportation and video conferencing resources that shared correctional facilities require.”
Director Derella described this interim period as an “opportunity to bring in a fresh perspective on jail operations.” Derella added, “We believe that Stan Field’s integrity and professionalism will establish the foundation for a very effective transition as we search for the right candidate to lead the Cumberland County Department of Corrections.”

Summary and Bio
Stan is the Chief Information Security Officer (CISO) for the County of Cumberland, New Jersey. He actively represents Cumberland County in all matters pertaining to information security, disseminating security alerts, maintaining information security documentation, assisting with information security audits of hardware and procedures, and maintaining communication with appropriate personnel regarding information security needs and problems. He is responsible for leading the IT organization in supporting applications, managing, and operating the network, and ensuring a secure computing environment.
In his role as the CISO, he plays an active role in the New Jersey Cybersecurity and Communications Cell (NJCCIC). By doing this he shares the responsibility of New Jersey's digital density demands in order to ensure around-the-clock statewide technical support for evolving investigative and intelligence-gathering needs that fall under four broad specialty areas: viruses; phishing scams; network security updates and patches.
Prior to his role in Cumberland County, he served 25 years with the New Jersey State Police as a Captain. He is fully comprehensive in operational and human resource management. He has an extensive background in cyber security, network security, computer forensic science, interview techniques, non-confrontational interviews, analytics investigations, general investigations, and training. He also has excellent skills at networking and professional relationship development across the law enforcement and private sectors, non-governmental institutions, and diverse communities. He is successful in implementing change within an organization. He is an intrinsically motivated professional with outstanding interpersonal skills.
While with the State police, he was responsible for the administration and management of over 100 sworn investigators and civilian personnel. Personnel conduct criminal investigations of a wide array of crimes, initiate and manage intelligence and threat assessments and participate on various Federal, State and County task forces. In 2019, while in the State Police, he also served as the Law enforcement partnership coordinator of the Camden Violence Reduction Strategy. This multi-disciplinary program offers repeat offenders and those at risk of becoming involved in violent criminal activity or gangs needed counseling, job training and other aid as an alternative, while maintaining a firm message of deterrence through the unified effort of federal, state, and local law enforcement for those refusing to change their behavior.
He was chosen to be the Internet Crimes against Children Task Force Commander for New Jersey. There he assigned and detailed over 50 police officers daily to various assignments. Routinely planned and coordinated efforts with commanders from FBI, HSI and other agencies. In 2017, he spearheaded the Child Protection Initiative (CPI) that involves a partnership with the Office of the Attorney General and the Division of Criminal Justice. This initiative involved a proactive awareness campaign that is designed to educate the public on technology-facilitated child sexual exploitation and Internet crimes against children utilizing social media platforms to highlight high visibility arrests. It also called for educational information to be provided to the public on topics such as child internet safety, internet awareness for parents, and internet scam awareness for the elderly.
Earlier in his career, Stan served as the lead investigator for the “Melissa Macro Virus” investigation. Dubbed as the most famous computer macro virus in history. Utilized specialized investigative and forensic tactics to track down the author, David L. Smith.
While employed as an adjunct interdictor with Fairleigh Dickinson University in 2005, he developed and taught a 12-credit graduate certificate program focuses on the criminal justice system's response to the expanding area of computer crime and computer forensic science. Designed for law enforcement officials, corporate security executives and state agency investigators, the certificate provides training to appropriate personnel in the investigation, case development and protocols relating to computer crimes and network security.
Stan is a graduate of Rutgers University and holds a Bachelor of Arts Degree in Pure Mathematics. He is also a graduate of Seton Hall University, where he holds a Master of Arts degree in Administration.
